As I argued in the introduction, the most obvious fact about news is that news is always and only about conflict. It always has been, it always will be, and there is no point denying or decrying the negative, alarming, conflictfocused nature of news. This is not to say that the news media can do no wrong, of course. They can, and they should be held to high standards of performance.
The others may not be so sharply defined and invested with legitimate power to compel compliance as law, but they make up the bulk of people’s talk about, and action with regard to, social conflicts, and they have tremendous power to govern society. A specific moral or religious system—for example, born-again, fundamentalist Christianity—may identify and address social problems and conflicts that the law does not recognize, and it may also provide an alternate approach to conflicts that the law claims as within its own province.
This latter point emphasizes again that in studying news from the perspective of control communication, more than content and more than the agencies of production must be included. The readers, whether as individuals or as larger discursive assemblies, are an essential part of the news process, and their characteristics, taken together with the other two factors mentioned—substance and procedure—ultimately determine the social impact.
